This system started with an install as 24.04 and still is on 24.04.
In there recently the log states that rabbitmq was installed

All that can be seen of the error is that it failed to start the service after
install.

But I see that this pulls in much more than rabbitmq would.
I see for example garagemq and python3-amqp listed as well.

The command comes form synaptic which doesn't list what the user selected so I
can only make assumptions.
But it almost seems like "install all that is *mq*".
The day before I see zero mq installed as well.

Earlier there are a lot of forced re-installs of packages that are
installed by default - not sure what that was about. Then on Oct 31st
and Nov 1st there was a barrage of installs and forced installs and
more. Hard to follow all of that when trying to reproduce :-/

But I tracked it further down and found a conflict indeed!

First try was trying your last set as reported

$ apt install erlang-xmerl rabbitmq-server erlang-os-mon erlang-syntax-
tools erlang-crypto erlang-eldap python3-vine libsctp1 erlang-tools
erlang-asn1 python3-amqp garagemq erlang-base librabbitmq-dev python-
amqp-doc libssl-dev erlang-snmp erlang-ftp erlang-inets erlang-
parsetools erlang-ssl erlang-tftp erlang-public-key socat erlang-mnesia
libjs-sphinxdoc erlang-runtime-tools libjs-underscore

That fails

The more simple

$ apt install rabbitmq-server

works.

So somewhere in there is a conflict that is not expressed in e.g. the
packages conflicting with each other (depends on what it actually is).

On resolute (26.04) I see the same as in Noble

Let us trim down the failing case to the minimal reproducer.

This is the smallest set I found to trigger the same:

$ apt install rabbitmq-server garagemq

For you that just means please do not install garagemq at the same time and it
would work.
For us we need to think what the reason is and if that warrants e.g. a
conflicts between the packages.
