Public bug reported:

A short while after booting the laptop, I locked my session and walked
away to deal with an issue. Upon return, the screen was black and non-
responsive. Unplugging and re-plugging my USB C external monitors did
eventually restore the desktop image/lock screen (with system time), but
the keyboard and mouse input was not reflected on the screen.  ALT SYS-
REQ and REISUB to reboot.
