If there's a recommended and predictable interface to detect these
builds, I don't mind adding support to the rules file on the Debian
side; ideas for targeting x86-64-v3 have been floated there as well.

architecture-variants-amd64v3-now-available-in-ubuntu-25-10/71312/48 has
the same question I do.  Hasn't received an answer in that thread yet.
