This is not reproducible. Modifying this to use
podman run ubuntu:25.10 sh -c 'apt-get update && apt-get -y install time
&& time apt-get install -y --no-install-recommends intel-opencl-icd
ffmpeg'
shows the maximum resident memory usage was 95MB.
