One more note. Yesterday when I reduced total set of packages that a single apt-get run installs, to 1-2 at a time to get it to actually pass without OOMing, its memory usage increase was ~100x compared to the total size of the packages it was downloading (tens of MBs of package data, 2-4GB apt-get RSS). I.e. although condition for the issue seems rare, the resulting (active / RSS) memory leakage is massive.
