Looking at /var/log/cups/error.log instead of the pointless journalctl
output, on my system it complains about:

"Unknown directive JobPrivateAccess on line 122 of
/etc/cups/cupsd.conf."

The last four lines of my cupsd.conf are:

JobPrivateAccess default
JobPrivateValues default
SubscriptionPrivateAccess default
SubscriptionPrivateValues default

I commented out all 4 lines, and cups now starts again.

Since these 4 statements only appear to intend to invoke "default"
behaviour anyway, I figure that intent isn't being lost by removing
them. Commenting out or deleting them thus should be a good enough
solution, whatever they were meant to do, and why ever CUPS is now
failing to start with them there.
