The excuses page no longer shows autopkgtest regressions for apparmor,
so I'm assuming that those were transient failures.

After creating a ~/.netrc file, `tnftp
ftp://mirror.us.leaseweb.net/ubuntu-releases/robots.txt` succeeds in
downloading a robots.txt file.
