[Impact]
During bootup sequence there is a black screen when it's intended that BGRT 
logo continues through bootup.
This is because the stream hasn't been marked for seamless boot and so the 
amdgpu kernel module does a modeset which leaves a black screen until next 
drawing.

[Test Plan]

Obtain Strix or Strix Halo design that has eDP panel that doesn't
support DSC.  (DSC is incompatible with seamless boot).

Turn on drm.debug=0x106.

Verify that message "Marked stream for seamless boot optimization" is
viewed in logs.

NOTE: There are other reasons a black screen could occur during bootup.
The key point here is the new message which indicates that amdgpu has
adopted the seamless boot process.
