not seeing anything related to `smart_open` in the recent `boto3`
uploads.
`boto3` and `botocore` tests look happy. migration currently blocked on
`moto`. pinged in Debian about it and cjwatson is helping out with a
`moto` upload. that'll hopefully fix debian unstable and testing &
resolute.
closing this bug as `smart_open` looks resolved in current tests.
