I will try with a local Multipass VM on my Windows 11 using Ubuntu 24.04
factory image and HAProxy 2.8 from canonical noble repos.

I saw an occurrence of this using the versions mentioned above, after a
reboot of the VM, checking the HAProxy logs revealed that there was a
socket permission error.

If I reproduce the issue in a somewhat systematic way, then I will apply
the suggested fix to add a dependency on journald and try again to
reproduce it.
