This SRU is in conflict with bug 2127022, because this SRU does not
currently target questing, and if these uploads were accepted, the
upgrade path would be broken because the questing-updates version would
be lower than the other stable releases.
Chad and I talked about it and agreed that bug 2127022 should proceed
first, and this bug should be blocked until it is possible to backport a
25.3 snapshot to questing also.
