Okay, since we don't expect this SRU to actually *land* before plucky is
EOL, it seems alright to have libdrm in noble-proposed for the time
being to allow testing etc. But, we need to be careful to make sure it
is not actually released before that point. I am adding block-proposed-
noble for that purpose.
