Looking farther into this, the typo was in the debian/lxqt-
globalkeys.install file, and it is present in the debian upstream
package.

The last line was:
usr/share/lxqt/globalkeyshortcuts.conf etc/xdg/lxqt/globalkeyshortcuts.conf
But it should have been:
usr/share/lxqt/globalkeyshortcuts.conf etc/xdg/lxqt

The developer forgot that the second parameter to dh_install files is
the target directory, not the file.

OR maybe I'm overlooking something here. I can't believe this has been
around so long without anyone complaining about their shortcuts not
working and noticing that the config file wasn't being applied.

A slightly different issue is that I would expect the package-installed
config file to go into /usr/share instead of /etc, but maybe that's a
bigger topic to be handled upstream.
