Public bug reported:
AMD systems (and really anyone with a VAAPI driver in mesa) have VAAPI
enabled by default across the ecosystem, but only if the mesa-va-drivers
package is installed.
I was just checking and noticed that it's not seeded in resolute for
ubuntu-desktop, but it is for practically every other derivative.
