Reading through that bug I understand the reason va-driver-all isn't
seeded is because there are other VA drivers which are not in main.

So I see the following potential paths forward to solve this issue:

1) Merge mesa-va-drivers binary package into mesa like other distros have.
2) Add mesa-va-drivers as a Recommends for mesa binary package.
3) Seed mesa-va-drivers in the ubuntu-desktop and ubuntu-desktop-minimal seeds.
4) MIR for any other VA drivers not in main already, followed by seeding 
va-driver-all in ubuntu-desktop and ubuntu-desktop-minimal seeds.
5) Do nothing - no hardware acceleration by default for mesa packages.

As same mesa source packages are used for Debian doing 1 or 2 will also benefit 
Debian too.
Doing 3 and 4 are solutions purely in seeding.  3 could be done in the short 
term and when MIR team is done switch to 4.
