As mentioned before, this is a packaging issue, not an issue with the Designate
codebase. The designate-agent service was properly removed in version 18.0.0
(Caracal). The packaging issue should have been only reported to the Ubuntu
OpenStack packaging team.
I am closing this one as Invalid.
