I also confirm the screen flickering issue after wake from suspend.

After resuming, the external monitor appears to refresh only when there
is screen activity. If the screen is static, with no animations and no
mouse movement, the display becomes completely black, as if nothing is
being refreshed.

When there is activity, for example moving the mouse cursor or
triggering a redraw, the image reappears but flickers continuously while
updates are happening. Once activity stops, the screen goes black again.

The workaround I use is turning the external monitor off and on.

System details:
Ubuntu 24.04.3 LTS on a Dell Precision 3591  
Linux Kernel 6.14.0-37-generic  
External monitor connected via DisplayPort through a Dell Thunderbolt 4 Dock
