It looks like this was automatically synced when development started on Ubuntu Resolute along with other packages. It built successfully https://launchpad.net/ubuntu/+source/golang-github-pingcap- kvproto/6.1.0~alpha-1 but it seems to be stuck in -proposed since then. (I suppose that's why there's no Ubuntu link in the Debian tracker)
