I created three systems with more or less qemu packages
r1 is normal, r2 has all and r3 has only a minimal set of packages

And in those I tried up upgrade to the newer PPA by
A) - installing one of the conflicting packages like qemu-system-modules-opengl 
(should not be allowed without bumping qemu)
B) - installing the core qemu (should not be allowed without bumping modules)
C) - running apt upgrade to update all
