Thanks! I tried this on laptop #1. At least so far 
linux-image-unsigned-6.8.0-99-generic_6.8.0-99.99_amd64 without any parameters 
did not show any flicker. 
Command line: BOOT_IMAGE=/boot/vmlinuz-6.8.0-99-generic 
root=UUID=c6b19f0f-68ff-4d8c-985a-c3ed88345389 ro quiet splash 
resume=UUID=f25913ea-6478-45dc-8f64-ea5d721a8f25 vt.handoff=7

But linux-image-unsigned-6.18.0-9-generic_6.18.0-9.9_amd64 does show a bit of 
flicker, and also the following message appears in /var/log/syslog:
kernel: i915 0000:00:02.0: [drm] *ERROR* CPU pipe A FIFO underrun
Maybe I should have used the intel_iommu=intgpu_off" parameter?

$ cat /proc/cmdline
