Got the issue, the release tarballs have subprojects resolved.
But getting a per commit (for the bisect) tarball like:
  $ wget
https://gitlab.com/libvirt/libvirt/-/archive/09a5d8165c/libvirt_10.5.09a5d8165c.orig.tar.gz
will not have that.
In packaging that can be avoided by providing a multi tarball like
  libvirt_10.5.09a5d8165c.orig-subprojects.tar.gz
with the content that needs to be extracted into that dir - that can stay
constant for the remaining bisect as that is unrelated to the issues we see.

New builds for
-
https://launchpad.net/~paelzer/+archive/ubuntu/lp-2133531-bisect-builds-10.5.09a5d8165c
-
https://launchpad.net/~paelzer/+archive/ubuntu/lp-2133531-bisect-builds-10.4.6e727d8bdc
are up and built fine.

Now you can test three at once, and the outcome will define the next
build steps.
