Could not initialize the package information
An unresolvable problem occurred while initializing the package information.

Please report this bug against the 'update-manager' package and include the 
following error message:
E:can not open 
/var/lib/apt/lists/pt.archive.ubuntu.com_ubuntu_dists_questing_InRelease - 
fopen (13: Permission denied), E:The package lists or status file could not be 
parsed or opened.

Ubuntu/kernel version:
6.17.0-8-generic #8-Ubuntu SMP PREEMPT_DYNAMIC Fri Nov 14 21:44:46 UTC 2025 
x86_64 GNU/Linux

Sudo apt-get update shows it updating just fine, and sudo apt upgrade
says there is nothing to update/upgrade.
