Test result: Success.
Tested on a LXD container running Questing from the ubuntu-daily remote
and ubuntu-insights from questing-proposed version 0.6.2ubuntu0.1.
I ran a collection with the default locale and formatted the resulting
file with jq for later comparison, then switched the locale to French as
suggested in the test case and re-run the collection command.
Not only it succeeded and the output made sense, but also comparing to
the previous file, the only changes in the content were the collection
time and the locale, as expected:
