There's no mouse cursor so it's not obviously a drag.

DING is implemented as a transparent window containing only icons. So if
it accidentally appears on top of other app windows then this is what
you'd get. This has happened a few times over the years in different
forms.

The vertical offset could be caused by the foreground DING following the
top panel offset and the background DING not.
