That's a topic that was recently discussed by the Archive Admin team and
consensus was that vendored sources are distributed with the package and
ought to be covered by debian/copyright even if that seems to not have
been consistently done in recent cycles. Which led to that clarification
in the vendoring part of the MIR process,
