this is fixed in the latest patch in Debian

reviewing through everything to do a merge, all the Ubuntu delta can be
dropped, either because it was adopted in Debian or because it's no
longer required.

we run into a different problem which is the 1.13 orig tarball is a "tar
inside a tar." The changelog entry about splitting out to a `nodbs` made
it hard to understands, but that's the gist -- at some point the "Debian
Build System" started supporting some sort of tar-in-tar setup. history
is 14 years ago, so not something I know about.

For our builds to work we cannot utilize that tarball, and need to use
the +nodbs versioned tarball. This means a straight sync won't work.
we'll need a changelog entry that has +nodbs in the version, staying
"ahead" of Debian.

So that's where this is at. I'll put up an MP against debian/sid that
has _just_ Ubuntu's changelog, ordered by changelog version number (so
Ubuntu will always be on top, not interleaved). That will ensure we use
the correct "higher versioned orig tarball". Rather than add a commit of
more delta, I'll expand the changelog entry to explain the entire
situation and what we have done for _this_ version, so others can read
the changelog and hopefully reproduce...
