Because of the differences in the behavior of
/sys/devices/system/cpu/cpu?/cpufreq, I've removed the duplicate status
on this bug.

According to the Intel documentation, Speedstep and Sleep states are
independently controllable per-core.  To me that means they should NOT
be symlinked together, but should be controlled independently.

** This bug is no longer a duplicate of bug 68191
   cpufreq scaling_grovernor only saved for CPU0 on SMP following 
suspend/resume.
