Public bug reported:

After reboot on Kubuntu, printing is unavailable because both
cups.service and cups.socket are inactive (“dead”). lpstat -r reports
“Scheduler is not running” and no printers are visible in System
Settings or applications. Printer configuration persists in
/etc/cups/printers.conf, but printing only works again after manually
starting CUPS (sudo systemctl start cups or sudo systemctl enable --now
cups.service). This happens repeatedly after reboots.

Repro steps:

- Configure any network printer (driverless IPP/IPPS works).
- Reboot.
- Observe lpstat -r and systemctl is-active cups cups.socket show inactive; 
printers not shown in GUI/apps.
- Start CUPS manually → printers reappear and printing works.

Expected vs actual:
Expected: CUPS (or at least cups.socket) should be active after boot so 
printing works without manual intervention.
Actual: Both cups.service and cups.socket are inactive after boot; printing 
unavailable until manual start.
