If you are OK with removing the GUI then the first step I would take is:

  sudo apt remove ubuntu-desktop
  sudo apt autoremove

That will remove a lot of packages you don't need and hopefully remove
some of the problem.

Next I would try to complete the upgrade:

  sudo apt update
  sudo apt full-upgrade

and if nothing is left broken after that then:

  sudo apt dist-upgrade
