Thank you for answering.

I tried 6.8.0-103-generic and it worked. Tcpdump showed the correct
destination broadcast address and the target PCs turned on.

root@apps1:~# uname -rv

root@apps1:~# tcpdump -n -i ens192 port 9 -e
