You are right, I'm sorry, I misunderstood the problem. I haven't found much in the kernel history between 6.14 and 6.17 that would lead to this, at least in a straightforward way, but there are users who are suffering from similar issues as you, but in a less impactful way, since moving from kernel 6.14 to 6.17.
They are limited to 100Mbps instead of completely failing the autonegotiation, I'm starting to wonder if this could be your case as well; I'm 99% sure, but the fact you have a link bond shouldn't have any impact on this.
