Working kernel:
6.14.0-27-generic


Broken kernel:
6.17.0-14-generic


Ubuntu version:
Ubuntu 24.04.3 LTS (noble)
Same thing happens on 24.04.4 LTS


Steps to Reproduce:
1.
Perform fresh Ubuntu 24.04 installation with LUKS, wihtout internet (works 
correctly).

2.
Run:
sudo apt update
sudo apt upgrade

3.
Reboot into new HWE kernel (6.17.0-14).

4. 
Enter LUKS disk password.

5.
System displays “decrypting…” message.

6. 
Immediately after decryption completes, the system freezes visually.


Observed Behavior:
- Decryption succeeds.
- Root filesystem mounts successfully.
- Boot continues.
- Display freezes (spinner stops).
- System appears unresponsive.
- Closing and reopening laptop lid restores display.
- After resume, system works normally until next reboot.

Expected Behavior:
System should transition from initramfs (LUKS unlock) to graphical login 
without requiring suspend/resume.


Additional Observations:
- Problem does not occur if HWE kernel meta packages are held:
sudo apt-mark hold linux-generic-hwe-24.04 linux-image-generic-hwe-24.04 
linux-headers-generic-hwe-24.04
- System remains stable when staying on kernel 6.14.
- Issue occurs immediately after upgrading to kernel 6.17.
- Fresh installation without running "apt upgrade" does not show the problem.
- Appears related to display / DRM / KMS reinitialization after initramfs.
- Suspend/resume likely reinitializes GPU and restores display pipeline.


Regression
Confirmed regression between:
Working: 6.14.0-27-generic
Broken: 6.17.0-14-generic


Impact
This affects clean deployments using:
linux-generic-hwe-24.04
Triggered by normal apt upgrade.
Systems appear frozen at every boot.

The issue resembles a KMS / i915 regression after kernel upgrade.
Suspend/resume restores display state, suggesting GPU initialization
issue during boot handoff from initramfs to userspace.
