Incompatible extensions is a common problem.

Upstream GNOME probably has no desire for global application menus since they 
removed a similar feature a few years ago:

So I suggest you need some other extension for global application menus. 
Although you're free to request the feature from upstream too:
https://gitlab.gnome.org/GNOME/gnome-shell/-/issues

Such requests can also be tracked here, but please make sure each
feature or problem is in a separate bug report.
