Public bug reported:

The selection of »Power mode« does not correspond to the CPU governor.
When I select performance in control center or in the menu on the right
of the top bar, this does not change the CPU governor set in
scaling_governor of the CPUs. Even when the CPU load goes up the
governor stays at powersave.
