The implementation of a power profile is specific to the CPU platform. I'm not sure that it's always meant to change the governor. According to ProcCpuinfoMinimal.txt, your platform is "Intel(R) Core(TM) i7-6700HQ CPU @ 2.60GHz". Marco, Mario is there a bug here?
