That was introduced in https://gitlab.freedesktop.org/upower/power-
profiles-daemon/-/commit/fb41403b8e08 and the rationale for that seems
to be explained in https://gitlab.freedesktop.org/upower/power-profiles-
daemon/-/issues/90 as the root cause.

Probably that seemed driven by a RH kernel config though, so maybe we
can revert it now for wider scope?
