In pre-Questing Ubuntu, rmadison uses the URL 'https://people.canonical.com/~ubuntu-archive/madison.cgi', instead of the new 'https://ubuntu-archive-team.ubuntu.com/madison.cgi'. people.canonical.com is hosted on infrastructure that is being decommissioned, so rmadison fails on older Ubuntu versions as a result of the Feb 25 scream tests.
