Public bug reported:

minizip-ng (4.0.10+dfsg-1) attempted to be a drop-in replacement for
"classic" libminizip1 from src:zip, but that approach didn't work out
well (https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1128019). With
version 4.0.10+dfsg-2 minizip-ng stopped claiming libminizip1
compatibility; this will translate in a soft transition where packages
will have to update their build-depends to build against the -ng
library.

This approach is probably the most sensible, but it is not set in stone yet.
This block-proposed bug will prevent migrations while all things are evaluated.
