If you want to report this to kernel.org you need to reproduce the problem with a (latest) vanilla upstream kernel (not Ubuntu, not Raspberry Pi OS). You'd have to build it yourself.
If you want to report this to Raspberry Pi you need to reproduce the problem on Raspberry Pi OS using their latest supported kernel.
