This is an issue about adding a third-party PPA that does not exist
anymore, not a bug in the handbrake package as shipped in Ubuntu.

For the functional issue in handbrake you reported

already.

Please note that handbrake is in universe (community maintained) but
synced from Debian, which means there may not be anyone looking at those
bug reports. This means you may have to fix the issue yourself or try to
reproduce it in Debian and forward it there. - Whatever you do, you
should write a more detailed bug report.
