Yes that fully explains it, and I was imagining that might be the case. Historically desktop Linux has not questioned the user's config and driver decisions. Something is either completely unsupported and fails to load, or loads and works in a best-effort manner. The "intel" DDX is the latter.
More broadly it's a question of how much customisation do you allow or go out of your way to disallow.
