I poked a bit at why those are not listed on the NBS report, here is the
summmary of what the issues seems to be

Binary: php-apcu, php-apcu-all-dev, php8.4-apcu
Architecture: any all
Version: 5.1.24-1build1

which corresponds to what debian/control has

so basically the archive sources index is wrong as a result,
https://archive.ubuntu.com/ubuntu/dists/resolute/universe/source/Sources.gz
shows the same content, but in practice that version build a php8.5
named binary (through some magic?)

which confuses the NBS report logic, it considers that since those
binaries are included in the archive Sources index then they are not
NBS...
