I had the same problem here.

I'm running Ubuntu 22.04.5 LTS on several machines using apt-cacher-ng
from a Debian server to cache updates.

I can confirm that Alexander Hess' (#6, hessmikey, 2023-12-28) solution
worked for me and I was able to update and then upgrade Ubuntu normally
afterwards.
