Well, there are for sure different ways to ensure that zkey is available.
Having s390-tools-zkey as dep of dracut would be one (since it's only needed in
case of dracut), or the other way around: having s390-tools depending on
s390-tools-zkey (which in the past was explicitly not done, since the zkey
stuff should be separated).
Anyway, I am fine to add it as dep of s390-tools now, since it'll ensure
that the zkey tools are always available from now on.
