With initramfs-tools the hook that ships /usr/bin/zkey was shipped in the s390-tools-zkey deb. But with dracut, the hook that ships /usr/bin/zkey is shipped in the s390-tools deb.
Should we split the hook file instead of adding a dependency on s390-tools-zkey from s390-tools? Otherwise, adding the dependency should work but will force a package to be installed that is not strictly needed.
