Yes, the tag is preventing mozc from migrating to resolute release. mozc is the only package in Ubuntu main with a direct dependency on libgtk2.0-0t64. gtk2 does show as being unacceptable for NEW things entering Ubuntu main: https://documentation.ubuntu.com/project/MIR/mir-reporters-template/
I was annoyed that this bug has been open for so long (8 years!) so I took the opportunity to add that tag. If you want to use Xorg in Ubuntu 26.04, you simply need to use a different desktop than GNOME or Budgie. The Debian bug suggests using Xubuntu. The newest version of mozc does not use gtk3, but qt6. In addition to the protobuf issue, Debian's (and Ubuntu's) bazel is only at version 4 instead of version 7 so it may not be easily possible to build the newest mozc. Could you let me know what you learn about the gtk3 patch? Could you also let me know if anthy is an acceptable substitute for mozc? It might be a good idea for us to remove the block-proposed tag for Ubuntu 26.04 LTS. Note that there is a reasonable chance that gtk2 could be completely removed from Ubuntu 26.10.
