As per policy[1], these golang packages should have been built in the
toolchain ppa for golang[2]. But looking at builds logs, we see they
were built normally, with the proposed and updates pockets enabled as
well.

Restarting this SRU now after so much time makes no sense anymore.
Several packages passed through proposed already which could have picked
up this version of golang to build.

The only implication is that these packages must not be copied to
security after release, because of how they were built. They will be
released to updates only.

If it's determined that we need a copy in security, then a new update
process should be started, with proper builds in the golang toolchain
ppa and binary copy to proposed.
