The new libgit adds -experimental binaries, our options would be to
update to the current version without those packaging or to require a
FFe. Either option are some work and it's Sunday so I'm just going to
start by deleting rust-libgit2-sys from resolute-proposed to try to move
toward resolving the uninst report situation.

Removing packages from resolute-proposed:
        rust-libgit2-sys 0.18.3-1 in resolute
                librust-libgit2-sys-dev 0.18.3-1 in resolute riscv64
Comment: blocks transition, requires a libgit version not in Ubuntu (lp: 
#2143615)
Remove [y|N]? y
1 package successfully removed.

It doesn't stop us to update libgit next if someone is wanting to work
on that update and its justification.
