I don’t know how to force a bunch of CPU frequency transitions as is hypothesised above. I can generate traffic fairly easily.
Could you please direct me to a guide to enable something like this https://www.kernel.org/doc/html/latest/trace/index.html to watch the Ethernet stack and get some logs?
