Public bug reported:

running mk-sbuild for the first time in resolute, first all missing
packages are installed, but then it stops claiming that the user is not
in the sbuild group. Rebooting doesn't change anything, and looking at
passwd/group reveals that the sbuild user and group are not created.

I suspect a rust coreutils issues here, but cannot install coreutils-
from-gnu to validate that ...

 sudo apt -o APT::Solver::RemoveManual=1 install coreutils-from-gnu
--allow-remove-essential
